WORCESTERSHIRE COUNTY EDUCATION OFFICERS REPORT - 2012/13
At the Annual General Meeting in September the position of County Education Officer became vacant when Tim Granger decided to stand down from the position. At the subsequent meeting following the A.G.M. I was nominated and accepted into this role.
Later that Month I attended the Midlands regional meeting held in Nottingham where I met my fellow education officers from the region and I learnt what my new role entailed. The Association tutors had already arranged a series of training courses at both Kidderminster and Worcester Cricket Clubs in October 2012 and January 2013.

Training Course Diary.
Tuesday 28th October 2012.

First night of an advanced course, led by our tutor John Collins, for four people who had previously completed the ACO Level 1 course and wished to enhance their knowledge of the laws. This course is designed for umpires with no immediate wish to progress to a higher standard of umpiring and are quite content to continue officiating in the Worcester County League.

Tuesday 29th January 2013.

Once again John Collins is the lead tutor, with myself assisting, for an ACO Level 1 course in the newly refurbished Long Room at Kidderminster Victoria Cricket Club. The Course which ran for 8 weeks had none students with little or no umpiring experience and one who had several years earlier passed the Level 1 examination but had not yet started to officiate in matches. He therefore used the course to refresh his knowledge of the laws. On the final night nine sat the examination and all passed. Of the nine students, five of them indicated they would be applying to join the Worcester County League Panel and four would continue to stand as club umpires or continue playing cricket for now.

Saturday 16th February 2013.
Back again at Kidderminster Victoria Cricket Club, at 10 o’clock in the morning, for a joint presentation to the captains meeting of the Worcester County League. Tom Hill talked about the Worcester County Board, Laura Newton talked about her role at the ECB and lastly our tutor, Tim Granger, delivered a short presentation on the new league special regulations regarding wide ball, the leagues disciplinary code and calculations when a match is reduced by an interruption before and during the match.
Sadly, later that afternoon Tim suddenly died at home. He will be missed by all his friends and colleagues in the Association.

Sunday 10th March 2013.
At the request of the County U14 manager, John Roe, we arranged two training sessions at the superb new sports complex at Bromsgrove School for his squad of players. This was the first of two with Phil Mellish, our Scorers Officer, delivering a specially devised two hour presentation, giving an insight as to what is expected of a scorer on match day. Each of the players are expected at some time during a match to do a spell in the score box. Every squad member was given a DVD of the presentation so that they could double check anything they were not sure of.
At the end of each match John has to put the match details on “Play Cricket” so it is vital that the score book details have been recorded properly by the players

Tuesday 12th March 2013.
Late last year we were asked by Paul Grainger of the Worcestershire North District Committee to arrange two introductory courses for umpires and scorers. We as an Association were only to happy to oblige. Tonight John Collins presented a two hour course to 15 people who are at some stage required to do the obligatory 10-15 overs at square leg or bowlers end in youth or lower league club cricket. Each person attending the course received a copy of the M.C.C. Law book and the ECB Directives along with a certificate of attendance by Paul Grainger.
Sunday 17th March 2013.
On a cold miserable morning at 10am John Collins and I are back at Bromsgrove School Sports Complex to present a two hour introduction to umpiring to the WYC U14 squad of players. The idea being to teach the players some of the basic laws if cricket and the Spirit of Cricket.
Sunday 23rd March 2013.
Today Phil Mellish and I are in the players dining room on the top floor of the new Graham Hick Pavilion, New Road, Worcester presenting a four hour introductory Scorers Course. Eleven people had signed up for the course, however, due to illness of two people and five having transport problems due to the heavy snow the night before, we only had three people on the day.
Thursday 28th March 2013.
Once again Phillip and I are back at Stourbridge Cricket Club to present the two hour Scorers Introductory Course to 13 people who score at junior and lower league matches at the week end. At the end of the session everyone was given a copy of the course DVD. The Chairman of the North District Committee presented a Certificate of attendance to everyone.
Tuesday 16th April 2013.
John Collins and I are back once again at Kidderminster Victoria Cricket Club, this time at the request of the Worcester County League, to repeat the presentation previously done at the Captains Meeting in February, to the Leagues pre season Umpires Panel meeting. Of the 60+ panel umpires over 50 attended.
Thursday 18th April 2013.
The setting tonight is the Long Room at Kidderminster Victoria Cricket Club for the Association’s Annual Presentation night.
The Chairman made an introduction to all members followed by our President, Peter Stevens, presenting all certificates for the Advanced, Level 1 and Scorers Courses this year.
John Collins, Association Chairman, then made a special presentation to Peter Stevens for 40 years combined service with A.C.U and S. and ACO with a special long service tie. Earlier this year I made a similar presentation to Tony Oakey.
There were short talks by several Association Committee members . I spoke about the new umpires next steps on the progression ladder. Chris Bryant, our Appointments Officer, explained the Association’s appointments and asked if any new umpires were available to contact him. Mike Neal urged the newly qualified umpires to join the Worcester County League Panel and Geoff Gilbert did the same for the local evening league.
At the end of the proceedings there was the opportunity to everyone to have a drink, enjoy the free buffet and mingle with fellow members.

If anyone who is interested, or knows of anyone interested in becoming an umpire, or needs to refresh their knowledge of the laws then please do not hesitate to contact me. We expect to run a Level 1A course, starting in October 2013, and a Level 1 course starting in January 2014 as well as Scorers Level 1 and introductory courses in early 2014.
Anyone interested in any one of the courses can contact me on 01562 68561 or by email on suebill18@yahoo.com.
